UBCM worked with the BC Recreation & Parks Association to manage the community planning grant portion of the Built Environment and Active Transportation (BEAT) Initiative.

Community planning grants were available to local governments to develop new plans or amend existing plans for active transportation infrastructure. The intent was to assist local governments to undertake comprehensive planning for active transportation that considers all transportation user groups. The program was intended to also better position local governments to secure and more effectively utilize existing funding opportunities offered through provincial and federal government programs, and other funders, that require local governments to have a plan in place.

The BEAT program was offered in two phases:

  • Phase One: 10 grants totalling $217,989 were distributed to local governments throughout BC in July 2008.
  • Phase Two: 14 grants totalling $313,340 were approved in early 2009.
